    James is a USAF Veteran. He is a seasoned Enterprise Architect with two doctoral degrees and 30+ years of experience. He is a trusted advisor in transforming IT landscapes across defense, healthcare and federal sectors. Author of the Aiken Unifying Enterprise Architecture Framework, which has been copyrighted (VAu-1-170-under the current working title of, DETERMINING AN EFFECTIVE ENTERPRISE ARCHITECTURE FRAMEWORK FOR THE FEDERAL GOVERNMENT. The Aiken Unifying Enterprise Architecture Framework has three foundational pillars, (1) best practices of existing enterprise architecture frameworks such as DoDAF, FEAF, TOGAF, and Zachman; (2) quality systems management; and (3) Cloud Architecture. The framework “unifies” technical, physical, and business models that authenticate the “non-Integrated Processes and systems in different parts of the enterprise” into integrated processes and systems across the entire Enterprise.

    He provided subject matter expertise to the Director, Enterprise Architect and Capabilities Office (EACO) and support to senior level leadership within the Office of the Deputy Chief Information Officer, Special Access Programs Information Technology (DCIO SAP IT). As the SAIC Defense Counterintelligence and Security Agency (DCSA), Chief Engineer and Architecture, responsible for delivering IT enterprise architecture solutions to improve the DCSA User Experience, in a transformative environment. Architected the Joint Lessons Learned Information System for the DoD Joint Chief of Staff. As the Chief Cloud Architect and Engineer, he architected and stood up the Army CIO HQDA Enterprise Cloud Management Office (ECMO). Co-author of the Army CIO Zero Trust Reference and Infrastructure Architectures. He was the Chief Architect to establish and deploy an enterprise-scale data center composed of networks, end-user services, cybersecurity, operations, and sustainment, integral to engineering and deploying a secure computing environment for a foreign ally customer.

    Additionally, he was the Chief Architect/Program Manager supporting the Military Health System (MHS) enterprise where his primary function was to modernize the Defense Health Agency Information Management/Information Technology (IM/IT) systems and medical devices with $200M+, $750M IM/IT program, and manage $3B+ Medical Health Services (MHS) investment portfolio using DoD Acquisitions guidelines.
